When I went to the office the first time to set a court date and claim I wanted to fight it, the lady at the window told me the judge had the discretion to raise fines if contested. Of course, that sounded like a scare tactic (and really it is) but I still went in.
While I was there however, the only one I knew for sure was raised was a seat-belt ticket that some guy tried to contest. The fine was stated in open court but after a back and forth he-said/she-said argument the judge doubled it. Mine, thankfully was dismissed as the cop didn't show.
